Obstructing a highway or other passageway, Texas Penal Code § 42.03, requires proof that a person, without legal privilege or authority, intentionally, knowingly, or recklessly obstructed a highway, street, sidewalk, railway, waterway, elevator, aisle, hallway, entrance, or exit to which the public or a substantial group has access, or any other place used for the passage of persons, vehicles, or conveyances, or disobeyed a reasonable request or order to move issued by a person the actor knew or was informed was a peace officer, a firefighter, or a person with authority to control the premises, given to prevent obstruction or to maintain safety by dispersing those gathered near a fire, riot, or other hazard. "Obstruct" means to render impassable or to make passage unreasonably inconvenient or hazardous. Subsection (c) classifies the base offense as a Class B misdemeanor; a 2021 amendment elevates knowingly blocking emergency vehicles or hospital access.
